New tender issued for Adriatic-Ionian highway project from Bar to Sukobin

Monteput has reissued a tender for the development of design solutions for the Adriatic-Ionian Highway section from Bar through Ulcinj to the Sukobin border crossing.

The estimated value for this project remains at €150,000, according to Vijesti. The planned section spans 42 kilometers, and the aim of the technical documentation is to outline the optimal corridor for the highway, extending from the southern part of the Sozina Tunnel to Bar and Ulcinj, reaching the border with Albania.

The tender was officially announced on Tuesday and will be open until November 1, as indicated in the documentation available on the Montenegrin Electronic Public Procurement website (CeJN).

This marks the second attempt to secure a design for this section after the initial tender, which ran from July 22 to August 7, was canceled due to the disqualification of bidders for improperly submitted statements. The decision to cancel the tender was made on September 30, following a recommendation from the Public Procurement Commission.

The joint bid from the Podgorica firm Geotechnics, Projects and Consulting, and the Mostar company IGH was disqualified after it was found that their statements were improperly prepared. Similarly, another bid from the Skopje-based Construction Institute of Macedonia, as well as a joint bid from Podgorica’s Decom Group, Belgrade’s Louis Berger, and Cetinje’s SBCC, were also excluded on the same grounds.

The disqualifications were made under Article 108, Paragraph 5 of the Public Procurement Law, which stipulates that bidders whose statements are not submitted, lack necessary information, or are improperly prepared shall be excluded from the tender.
