Montenegro’s €9 billion transport infrastructure investment plan unveiled

Montenegro’s investment program for the development of transport infrastructure, valued at approximately nine billion euros, presents significant opportunities for investments and partnerships both within the country and across the Western Balkans region. This was announced during an Info Day organized today in Podgorica.

In the statement, it was highlighted that enhancing connectivity within Montenegro, as well as with neighboring countries in the Western Balkans and the EU, is one of the Government’s strategic priorities. This initiative is part of the leading Economic and Investment Plan for the Western Balkans within the EU framework.

Through the Western Balkans Investment Framework (WBIF), the EU is funding the development of transport infrastructure across all countries in the region, including Montenegro, in cooperation with the European Bank for Reconstruction and Development (EBRD) and the European Investment Bank (EIB).

During the Info Day, future projects for road and rail infrastructure along the TEN-T corridor from the Western Balkans to Eastern Mediterranean were presented. Notably, the sections of the highway from Mateševo to Andrijevica, as well as other priority transport projects, were discussed.

Participants were also informed about investment conditions and the reforms Montenegro is implementing on its path to the EU, creating an attractive and secure business environment. Presentations emphasized the role of the EU and international financial institutions in developing and financing projects in Montenegro, the importance of regional connectivity within the Western Balkans, the transition of the transport sector to sustainable and smart mobility, upcoming projects in transport infrastructure, and the regulatory framework for the implementation of large-scale projects in the country.

The event was opened by Prime Minister Milojko Spajić, the EU Ambassador to Montenegro Johan Satler, representatives from the Ministry of Transport, and other high officials from the EU Transport Community Secretariat and international financial institutions.

Spajić stated that improving Montenegro’s transport infrastructure is crucial for the country’s further development and its connection with the region and Europe.

“Infrastructure development is a priority for the Government. Regional connectivity goes hand in hand with our path to the EU. In the coming years, we plan to build around 500 kilometers of highways and expressways, which will completely transform Montenegro,” Spajić said.

He added that investments are also planned for the railway, airports, and the Port of Bar, aiming to fully capitalize on Montenegro’s undeniable potential.

“I believe European companies will find it in their interest to become our partners in building this new chapter in the country’s history,” Spajić emphasized.

Ambassador Satler noted that both the EU and Montenegro are committed to achieving better and greener transport, aiming for a transformation in this sector in the country.

“The EU construction industry has vast experience and innovative capacities that can play a key role here. We want to see how European companies collaborate with Montenegrin firms for mutual benefit, turning knowledge into opportunities,” Satler said.

He also pointed out that Montenegro has accelerated its plans for road development in recent months, speeding up the transformation process in the country.

“The implementation of infrastructure projects in line with EU rules and regulations ensures fair market access, attracts investments that benefit all parties involved, and provides opportunities that the people of Montenegro truly deserve,” Satler concluded.

The event saw the participation of representatives from 28 companies, 17 embassies, and nine business associations and trade organizations. The Info Day provided an opportunity for Montenegrin and regional construction companies to connect with EU-based companies specializing in transport infrastructure development.

Throughout the event, a series of B2B meetings and discussions with relevant institutions were organized, facilitating knowledge exchange, promoting best practices in infrastructure development, and creating opportunities for joint ventures that could accelerate the modernization of Montenegro’s transport network in line with EU standards.

Participants expressed their satisfaction with the organization and content of the Info Day and thanked the Government and the European Commission for providing valuable information on future investment opportunities in Montenegro’s transport sector.
