CEDIS partners with EBRD for €35 million SCADA system to upgrade Montenegro’s power grid

Montenegro’s electricity distribution company, CEDIS, is set to roll out a major SCADA project with financial backing from the European Bank for Reconstruction and Development (EBRD).

CEDIS CEO Vladimir Ivanović and Francesco Corbo, EBRD’s Director for Energy in the Western Balkans and Croatia, met to discuss the launch of this high-value project. The SCADA system, valued at €35 million, will be funded by an EBRD loan, with financing conditions already agreed upon.

Corbo expressed enthusiasm about the SCADA initiative, noting its importance for Montenegro and the broader region. “We are working together to finalize and implement the project, which will benefit both sides. The objective is to upgrade CEDIS’s distribution management system to a more advanced SCADA/ADMS system and acquire additional smart meters to cover new facilities and replace outdated ones,” Corbo explained.

The SCADA system is expected to significantly improve operational efficiency, manage network outages more effectively, reduce network losses, and enhance cybersecurity. It is a key component of CEDIS’s Smart Grid project, which is being financed with EBRD support. Preparations have advanced, with substantial efforts made in finalizing tender documentation and other required procedures, paving the way for contract signing and tender announcements through the EBRD platform.

Ivanović highlighted the advantages of the SCADA/ADMS system, including real-time monitoring of the network, visualization of network processes, and the ability to respond promptly to prevent overloads. This will reduce the number of outages and enhance the quality of the electricity supply. The system is also expected to result in significant cost savings through reduced network losses.

CEDIS noted that this project will greatly benefit the development and stability of Montenegro’s distribution network. “Advanced systems for managing electrical distribution networks are crucial for the ‘green transition’ as they facilitate detailed information and efficient management of energy flows from renewable sources,” the statement added.

The SCADA system will enable remote monitoring and control, consolidating all system information in real time and allowing for the remote management of network components across Montenegro.
