Montenegro government allocates 28,990 work and residence permits for 2025

The government approved a proposal for determining the annual quota of permits for temporary residence and work for foreigners for the upcoming year, set at 28,990 permits.

“The annual quota for the upcoming year is determined at a total of 28,990 permits,” the government stated in a notice released after a telephone session.

The government also specified that 5,000 permits from the annual quota will be allocated by the relevant government body responsible for labor affairs for specific purposes, in accordance with labor market needs, based on requests from the Employment Agency (ZZZ).

According to the announcement, 21,620 permits from the annual quota will be allocated for employment of foreigners, and 2,370 permits for seasonal employment of foreigners.

This decision will take effect on January 1 of the upcoming year.
