Eagle Hills Montenegro, a company backed by Arab capital, has made the highest financial offers for over ten beach concessions on Velika Plaža, following a public auction organized by the Morsko dobro company. According to information confirmed by Prelja Škrelja, president of the Beach Leaseholders Association in Ulcinj, the company has secured concessions for iconic beaches such as Saranda, Adria, Imperial, Hill, Mojito, Habana, Safari, Tropicana, Koral, part of Pearle Beach and Barbose.
Škrelja described the public auction as a “massacre,” criticizing the company for submitting questionable guarantees and incomplete documentation, potentially taking away people’s livelihoods and family businesses. He expressed disbelief at the auction’s outcome and condemned the language used by Minister of Spatial Planning Slaven Radunović, calling it primitive and uncivilized. Škrelja emphasized that the government should protect its citizens, not disparage them.
Eagle Hills Montenegro, registered on March 6 in Podgorica, is a subsidiary of Eagle Hills, a private construction company based in Abu Dhabi, known for its high-profile projects like Belgrade Waterfront. The company specializes in large-scale real estate and development projects aimed at creating modern urban centers and luxury destinations in emerging markets. Eagle Hills has also invested in other regional markets, including Croatia, where it has acquired successful companies like Sunčani Hvar and Sunce Hoteli, further expanding its portfolio.
The company’s focus on the region has led to its involvement in various projects, including a recent attempt to acquire a 200 million EUR stake in the Albanian port of Drač. With ongoing investments in Serbia, Albania, Croatia and potential expansion into Bosnia and Herzegovina and Hungary, Eagle Hills aims to diversify its business and strengthen its presence in the Southeast European market.
