Montenegro to restart highway construction in 2025

The Cabinet of Prime Minister Milojko Spajić has confirmed that construction work on the highway will restart in 2025.

In light of recent reports suggesting that the second section of the highway would begin construction in 2026, officials have clarified that this is incorrect. As previously announced, work is set to commence in 2025. Once the tender process initiated by the EBRD is completed and contracts are signed, construction will proceed in line with Yellow FIDIC procedures.

In 2025, various preparatory tasks will be undertaken, including geotechnical investigations, surveying, the construction of access roads, setup of worker camps, establishment of testing laboratories, land clearing, relocation of utilities and the development of the main project and necessary documentation. All of these activities are part of the planned five-year construction timeline.

Monteput d.o.o. has ensured that all plans are aligned with the Ministry of Transport, the Government of Montenegro, and comply with EBRD procedures. It is important to note that construction will indeed begin in 2025 due to the EBRD’s decision to support the project, which involves adhering to their procedures and slightly delaying the original schedule.

The EBRD is set to finance this project with a loan of approximately €200 million under favorable conditions, while the European Union has allocated €100 million in grants.

The cabinet urges media outlets to verify information related to international tenders and public interest projects with the relevant authorities and companies, particularly Monteput d.o.o. for the highway initiative, to ensure accurate reporting for the public.
