Construction of Cetinje-Lovćen cable car delayed due to budget constraints

The construction of the second cable car route connecting Cetinje with Lovćen will not commence this year, as the government has not allocated funds in this year’s budget rebalancing. Authorities in Cetinje have confirmed that they have met all prerequisites for continuing the cable car project and are now awaiting the government to secure funding for the nearly €60 million initiative.

Earlier this year, the Senate of Prijestonica adopted resolutions committing to undertake various preparatory actions for the project’s advancement. Deputy Mayor Marko Brnović stated that the local government promptly initiated public procurement and tender processes for three necessary analyses. These were completed ahead of schedule and submitted to both the Senate and the Government of Montenegro, along with the Ministry of Finance, to facilitate the next steps in securing financial resources.

Although discussions were held with Prime Minister Milojko Spajić regarding budget allocations for this project, the Ministry of Finance explained that the complete documentation from Prijestonica was submitted after the 2024 budget had already been approved and sent to the Assembly for further review.

The Ministry has emphasized the project’s significance, noting it will be taken into account during the formulation of the 2025 budget.

“The Ministry of Finance is actively preparing the proposal for the 2025 Budget Law for Montenegro. Considering that the construction of the cable car from Lovćen (Dub station) to Cetinje is a strategic project for our country, the implementation method will certainly be evaluated. However, due to the multi-year nature of the project and its phased construction, it is currently impossible to specify exact timelines. These will be defined when the project becomes part of the Budget Law, which will require detailed explanations for each individual project,” stated officials from the Ministry.

The planned cable car from Lovćen to Cetinje, stretching about 15 kilometers, is viewed as one of Montenegro’s most important tourism infrastructure projects, according to sources from the City Hall.
